Winds will then become northeast at 20 to 30 mph with gusts up to 40 mph behind a cold front during the afternoon. The wind shift will first affect the southern Texas Panhandle around midday, then affect the South Plains and Rolling Plains later in the afternoon. * Humidity...As low as 5 percent. * Fuels...Extremely dry. * Impacts...Any fires that develop can spread rapidly.
