In west central Washington, King, Lewis, Pierce, Snohomish and Thurston. * WHEN...Through Thursday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - Urban and small stream flooding remains possible for areas with poor drainage. Significant rainfall over the past week has increased soil moisture to high levels across western Washington. Additional rainfall of 1 to 2 inches is expected through the rest of today. This amount of rain will continue to put extra pressure on soil instability, leading to an increased threat of landslides and debris flows, especially from recent burned areas, with this new ranfall acting as a trigger. Numerous landslides have already occurred in Whatcom, Skagit, King Counties and others. More landslides are possible. Areas most susceptible to landslides debris flows under these conditions are steep coastal bluffs, other steep hillsides or road cuts, and recent burned areas. A diminishing threat of landslides and debris flows will continue for several days after the rain ends. Skykomish River Near Gold Bar affecting Snohomish County. Skokomish River At Potlatch affecting Mason County. .Rainfall today and overnight will drive the Skykomish above flood stage. This will also result in further rises on the Skokomish River. PRECAUTIONARY/PREPAREDNESS ACTIONS... Motorists should not attempt to drive around barricades or drive cars through flooded areas. Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Even 6 inches of fast-moving flood water can knock you off your feet and a depth of 2 feet will float your car. Never try to walk, swim, or drive through such swift water. Flood waters will cover numerous roads...including Ben Howard Rd... Index-Galena Rd and Tualco Loop Rd. Flooding in the town of Sultan will begin. A stage of 17 feet on the Skykomish River corresponds to a Phase 3 in the Snohomish County flood program. * ADDITIONAL DETAILS... - At 2:30 PM PST Tuesday the stage was 12.4 feet. - Flood stage is 15.0 feet. - Forecast...The river will rise above flood stage late this evening to 17.3 feet late tonight.
