Additional snow accumulations between 10 and 20 inches, with localized higher amounts possible. Winds gusting as high as 50 mph. * WHERE...Madison, Northern Oneida, Onondaga, and Southern Oneida Counties. * WHEN...Until 7 AM EST Wednesday. * IMPACTS...Visibilities likely drop below 1/4 mile due to falling and blowing snow. Whiteout conditions are expected and will make travel treacherous and potentially life-threatening. Occasional blizzard conditions are likely to occur. Travel could be very difficult to impossible.
